The recent College of Policing report, Managing Persistent, Regular, and Vulnerable Callers calls for each Force to have a mechanism in place to address avoidable police contacts and better meet the needs of vulnerable people. Setting up a High Intensity Use (HIU) service or training existing staff in the principles of HIU is a robust way of supporting this ask.
